O projeto e a construção do edifício da Biblioteca Popular de Afogados esteve sob os cuidados do arquiteto Fernando Menezes, da Prefeitura, enquanto o mobiliário foi desenhado por Aloísio Magalhães. O prédio localizado em meio a uma pequena praça traz para os bibliotecários e para os moradores locais algumas vantagens em relação ao acervo e ao livre acesso às estantes.
A inauguração em 12 de janeiro de 1955, revestiu-se de caráter solene, com a presença de autoridade civis e militares. O discurso de inauguração esteve a cargo de um representante dos estudantes residentes nos arredores. Em sua fala, a biblioteca é colocada como um prêmio, “fruto do esforço e do trabalho incansável daqueles que tudo têm feito por nossa capital”. Não é mencionado se houve reivindicação dos habitantes do bairro, mas sim o empenho do Vereador Antônio de Souza e do diretor da DDC, Dr. José Césio Regueira Costa, como únicos responsáveis por aquela instituição.

A Biblioteca Popular de Afogados (BPA) é um equipamento subordinado a Fundação de Cultura da Cidade do Recife, órgão da Prefeitura do Recife.
Ciente de seu papel como um espaço de aprimoramento cultural e de promoção de um ambiente de interação, oferece cursos, entretenimento, exposições acadêmicas e artísticas à comunidade de Afogados e bairros adjacentes com o propósito de fomentar o acesso à cultura.
Contação de histórias, encontros mensais de poetas e escritores, oficinas de literatura e xadrex e concursos literários fazem parte de sua agenda cultural oferecidos gratuitamente ao público infanto-juvenil e adulto.
Atualmente a Biblioteca Popular de Afogados conta com uma média de 13.000 (treze mil livros). Anualmente e através da sugestão dos leitores é feito um levantamento das áreas que estão em defasagem e que precisam de obras mais atualizadas e em bom estado.
Recebemos diariamente os jornais locais: Diário de Pernambuco, Jornal do Commércio, Folha de Pernambuco, e a Folha Dirigida, que atrai os leitores pelo conteúdo de concursos. Semanalmente recebemos da prefeitura do Recife, o Diário Oficial municipal e estadual.
Quanto às revistas (Veja, Isto é, Época, Super interessante, ), recebemos durante o ano todo, janeiro a dezembro, disponibilizando aos leitores o acesso as informações atualizadas.
History of the Library.
The design and building of the People's Library Afogados was under the care of the architect Fernando Menezes, City Hall, while the furniture was designed by Aloisio Magalhães.
