Afogados é uma das mais antigas povoações do Recife, datando, aproximadamente, de 1593, local de ocupação dos holandeses e foco de várias rebeliões.
No largo da Paz, a capela, a fábrica de cigarros Souza e Cruz, o depósito e a oficina de bondes de Pernambuco Tramways & Power Company Ltd.
Projeto e a construção do edifício esteve sob os cuidados do arquiteto Fernando Menezes, da Prefeitura, enquanto o mobiliário foi desenhado por Aloísio Magalhães. O prédio localizado em meio a uma pequena praça traz para os bibliotecários e para os moradores locais algumas vantagens em relação ao acervo e ao livre acesso às estantes.
A inauguração em 12 de janeiro de 1955, revestiu-se de caráter solene, com a presença de autoridade civis e militares. O discurso de inauguração esteve a cargo de um representante dos estudantes residentes nos arredores. Em sua fala, a biblioteca é colocada como um prêmio, “fruto do esforço e do trabalho incansável daqueles que tudo têm feito por nossa capital”. Não é mencionado se houve reivindicação dos habitantes do bairro, mas sim o empenho do Vereador Antônio de Souza e do diretor da DDC, Dr. José Césio Regueira Costa, como únicos responsáveis por aquela instituição.

In the square of Peace, a chapel, a cigarette factory and Souza Cruz, the tram depot and the workshop of Pernambuco Tramways & Power Company Ltd.
Design and construction of the building was under the care of the architect Fernando Menezes, City Hall, while the furniture was designed by Aloisio Magalhães. The building located in the middle of a small plaza brings to librarians and local residents some advantages in relation to the collection and free access to the shelves.
The inauguration on January 12, 1955, took on a solemn, with the presence of civilian and military authority. The inaugural address was in charge of a student representative in the surrounding area. In his speech, the library is placed as a prize, "fruit of the effort and hard work of those who have done everything for our capital." It is not mentioned if there was demand of the inhabitants of the neighborhood, but the efforts of Councilman Antonio de Souza and director of DDC, Dr. Jose Costa Cesium Regueira, alone responsible for that institution.
